Telegram’s Durov Accused France Tried to Censor Moldovan Politics Channels

Key Takeaways:

  • Pavel Durov claims that French intelligence pressured Telegram to delete Moldovan political channels prior to the elections of the country.
  • This is because the censorship was allegedly provided to French officials who provided them with legal favors, a matter of serious ethical and judicial concern.
  • Telegram did not yield politically compliant channels and its position on free speech and the lack of submission to foreign governments has been strengthened.

On the weekend, Telegram billionaire founder Pavel Durov made an explosive set of claims, accusing French intelligence of trying to interfere with Telegram content prior to the presidential elections in Moldova. The event draws new concerns of cross-border censorship and Western powers encroaching on Eastern European politics digitally.

Durov Claims Regarding France’s Attempt to Influence Telegram’s Moldovan Content

In 2024, Pavel Durov stated that he was contacted by French intelligence agents via an intermediary when he was marooned in Paris, where he had legal problems. As Durov claims, the agents asked Telegram to delete a few channels in Moldova in the name of election-related issues.

Although some of these channels were actually taken down due to breaking platform regulations, Durov believes that the true aim of the demand was political censorship. The French are said to have vowed to say good things to the judge of his criminal case in France, should he do more, the assertion of which casts a dark omen upon the methods of quid pro quo. “This was unacceptable on several levels,” Durov stated in his Telegram post that has already reached over 4.7 million views.

The accusations are especially incendiary since they imply that France took advantage of the legal weakness of Durov to impose political pressure in Moldavia- a nation that is still torn between the pro-Europeans and pro-Russians.

France Allegedly Pushed for Removal of Legitimate Channels

Soon after Telegram had cooperated in the initial elimination of channels which actually violated the regulations, French intelligence is said to have provided a second list. However, the flagged channels this time, as per Durov, were entirely in accordance with the standards of the community of Telegram. All that they had in common was that they expressed political views that the French and Moldovan governments did not like, Durov said.

Telegram did not respond to the second request but reiterated its duties to free speech particularly in sensitive political issues like in elections. As Durov stressed, the app will not be deployed as a political suppressing tool even under the pressure of strong governments.

It was not the first time when Durov accused French authorities of unsuitable conduct. In May 2025, he alleged that the French foreign intelligence agency had requested him to censor Romanian conservative voices, another claim also denied.

Telegram Stands Its Ground on Free Speech

Durov and his brother Nikolai began Telegram in 2013 and the company has grown into a messaging giant, with over 1 billion monthly users. It has a particularly strong impact on the political discussion in Russia, Ukraine, and Eastern Europe, where unfiltered information is restricted.

The privacy and decentralization of the platform has been in conflict with governments across the globe. In Russia, Iran, and currently France, Telegram has been targeted by the state actors desiring to control the information flow.

Durov, a long-time critic of government censorship and a digital libertarian, has transformed Telegram into a protest on the Internet. His non-provision of user data in his initial project VKontakte, and in 2014, causing him to flee Russia, is indicative of his present position.

He repeated that Telegram is concerned with freedom of speech and would not remove content based on political reasons.

Legal Pressure on Durov Raises Ethical Questions

There is an ethical twist to the so-called offer to help Durov with his legal problems in return for political censorship.

In France, Durov is being investigated on the possibility of organized crime activity with Telegram, which he is adamantly denying as legally and logically impossible. His detention at a French airport in 2024 has been a source of controversy regarding platform responsibility, user privacy, and geopolitical interference.

Should the French intelligence provide legal relief as the reward of moderation, it can be regarded as intrusion in a court case, or a bid to manipulate politics in other countries through the judiciary.
